A Study on Health Education Program in Korea

Abstract
In order to promote health education program in various levels of public health administration, a study on current administrative problems regarding to basic organization, personnels, functions, and activities of health education was carried out. Health educators and health administative personnels of Seoul City and Kangwon Province were interviewed by the author, and followings are the results obtained:
1. Health education subsection under the public health section in the Ministry of Health and Social Affairs had two persons engaged in health education program holding regualr position, one with qualification in health education and the other with general administration background. It was rather peculiar that there was no co-ordinating activity between Ministry of Education and Ministry of Health and Social Affairs for school health program.
2. Public Health section of Seoul City had only one qualified health educator though with functions of supervision and consultation to health educators working in nine health centers of Seoul City.
3. Nine health centers of Seoul City employed nine health educators, one in eachcenter all with provisional positions, Among these, five of them were specialized in health education. All health educators. were well coordinated with other health workers in matter of health education program.
4. In-service training given by National Institute of Health never offered any course ofr health educators.
5. Turn over rate of health educator during five years from 1969 tod 1973 was high in that 58.3% left the position. Main reason Main reason ofr leaving the post was that because it was only provisional but not regular one.
6. In Kangwon province where no qualified health educators had been assigned, neither in provincial public health section nor health centers, health education program was carried out by general health workers fragmentarily.
